ECHO — fewer than three finishers suppresses the rating update
Scoring system: ECHO
α (blend factor): 0.25
Per the IS guide sample SI 12: "Handicaps shall not be adjusted after a race
in which two or less boats finish." Four boats race; only two finish (the
others DNF). Engine must not advance any handicap; every boat's new_H equals
its starting handicap. Aggregates report `updateSuppressed: true`.
Race results (corrected times, ranks, points) still compute normally — the
gate is on the handicap update only, not on race scoring.
