F2 medal race: doubled non-discardable medal points, and the extra race for everyone else scored below the medal fleet

Adds a medal race to F1 (SI 18.6): the medal race scores double Appendix-A4
points and is never discardable, and its boats are ranked at the top of the
championship regardless of opening-series points.

On the same day everyone else sails one more race:

  7.4  On the last day one medal race is scheduled, with one further
       opening series race for those not assigned to the medal race.

  18.3.4  For those competitors not assigned to the Medal race and
          scheduled to an additional Opening series race as detailed in
          SI 7.4, the first finisher will be scored 11 points, second 12
          points and so on.

Two things follow from the words, and both are what this fixture pins.

It is an *opening series* race, sailed by each boat with her own fleet —
not a race of its own that the medal ceremony deals a fleet for. Selecting
the medal boats takes them out of their fleet's remaining races; it does
not move anybody else. So Gold sails this one two boats short, the medal
boats have no cell in it at all rather than a DNC, and Silver sails its own.

And every fleet sails it — "those not assigned to the Medal race" is every
boat outside the medal ten, Silver and Bronze included — but only the fleet
they left is offset. The offset is what accounts for the boats removed from
a fleet: it lands on finish places only, while the A5.2 base stays the
fleet's assigned size plus one (SI 18.3.3), so Gold's remaining starters
score from 11 up to the fleet's size, exactly as if the ten had taken the
places above them. In Silver nobody was removed, so its boats score from 1
against the same base they always had; offsetting them would put a
mid-fleet finisher past her own fleet's DNF score.

Adelaide never sailed it: the published results give Gold eleven columns
(the last of them "M / F5") and Silver and Bronze ten, with every Gold boat
from 11th down blank in that column. So the clause itself, rather than a
published example, is what fixes the reading.

Real Adelaide: 3 fleets → G/S/B, medal fleet = top 10, extra race first =
11, champion Matt Wearn 24 net (medal win scored 2.0). Reduced here to 2
fleets of 3, medal size 2 (so the extra race's first finisher = size + 1 =
3), no series discard (discardThresholds empty) so the medal arithmetic is
transparent. `expected` verified against the engine.

Structure: Q1–Q2 -> split Gold(3)/Silver(3) -> F1 -> medal fleet = top 2 of
Gold (y1, b1) -> F2, sailed by y2 for Gold and by all of Silver, alongside
the medal race.
