D1 no split: too few races to divide the fleet — the qualifying ranking is the official result

Four consecutive fog/calm days at Qingdao meant the men completed only 5
qualifying races and the women 6; the fleet never split, and SI 18.4.2 was
invoked — "the overall ranking in the Qualifying series will be established
and this shall count as the official result." The DNC base stayed the
largest QUALIFYING FLEET + 1 (men: 46 + 1 = 47), not the entry list.

Modelled as 3 fleets of 3 (real men: 3 fleets of 46), 2 qualifying races,
and no final stage at all — so the standings are the combined qualifying
ranking, everyone in one table, no Gold/Silver. y3's race-2 DNC scores
largest fleet (3) + 1 = 4. `expected` verified against the engine.
