D8 equalisation: a qualifying race one fleet never sailed does not count for anyone

A qualifying race only counts once every fleet has completed it: "A
qualifying series race will not count until all qualifying series fleets have
completed that race" (ILCA SI 7.7), and end-of-qualifying, ILCA abandons the
surplus so every boat has equal counts (Addendum A2.8). Here Yellow sailed a
second qualifying race that Blue never did, so that logical race is
incomplete and counts for nobody — Yellow's Q2 scores are recorded but
struck from the total. The standings rest on Q1 alone.

This is the common case of the equalisation rule. The per-boat refinement —
where boats WITHIN a fleet have different counts (a resail), and the
IODA/420/470 variant excludes each boat's most-recent surplus score rather
than voiding the whole race — is not exercised by the prototype's validity
gate and is noted in codes.md as a spec item. `expected` verified against
the engine: y1/y2/y3 net counts Q1 only (net 1/2/3), not Q1+Q2.
