D10 redress across the split: RRS A9(a) average points (fractional) and promotion into a higher fleet

Two things happen around a split that the eventual engine must handle and the
prototype cannot:
1. AVERAGE POINTS (RRS A9(a)): a boat given redress is scored the mean of her
points in all other races, to the nearest tenth — a FRACTIONAL race score.
Here y1 is given RDG in Q3; her other qualifying scores are 1 and 2, so
her Q3 = (1 + 2) / 2 = 1.5, and her qualifying total is 1 + 2 + 1.5 = 4.5.
Real fractional RDGs are routine (ILCA 6 2021 Oman "14.8 RDGc"; a 420 2024
champion's net was 71.33).
2. PROMOTION-ONLY REFLEETING (Addendum 7.4(b) / A3.4): a redress decision
after the split may PROMOTE a boat to a higher final fleet, but never
demotes anyone to make room — so fleets can end unequal. The prototype
models this as a manual round override, not a recompute; it is documented
here as the second half of the requirement rather than asserted.
`expected` below is the SPECIFICATION (final engine), not the prototype's
output — the runner marks this fixture pending with `reason`. The prototype
would instead score y1's Q3 as the code base (largest fleet + 1 = 4).
