F3 tie-break: the halved carry leaves two boats level and the sailing instructions replace RRS A8 outright — the last race alone decides, against what A8 would have said

Amendment 3 replaced the tie-break these sailing instructions had:

  18.7.4  If there is a tie between two or more boats, they shall be ranked
          in order of their scores in the last race. This changes RRS A8.

That sentence is RRS A8.2's first half standing in for the whole of A8.
Two things go with "this changes RRS A8" and both matter here:

  - A8.1 does not run first. The count-of-places comparison is gone, so a
    boat with the better spread of scores does not win the tie on that.
  - Nothing runs after. A8.2's walk back to the next-to-last race is gone
    too, so a tie the last race cannot break stays a tie.

The fixture is built so the two rules disagree, because a fixture where
they agree proves nothing. b1 and y1 both finish on 7:

  b1   carried 2   M1 3   M2 2      score list 2, 2, 3

Under RRS A8.1 y1 takes second: her best score is a 1 and b1's is a 2. The
clause that replaced A8 asks a different question and gets the other
answer — in M2, the last race, b1 scored 2 and y1 scored 3, so b1 is second
and y1 third.

Hand check, one discard from 3 races, at most one of them from the final
series, DNC base 4 throughout:
  b1  Q 1,1  F 1,1  -> discard Q1's 1     = 3 -> halved 2
  y2  Q 2,1  F 3,2  -> discard F1's 3     = 5 -> halved 3
  y1  Q 1,2  F 2,3  -> discard F2's 3     = 5 -> halved 3
then the two final-series races, at single points, added to the carry.
