F2: a tie broken on the medal race before rule A8, where A8 alone would have decided it the other way

NoR 15.3: "Ties in the series score between boats with different Medal Race
point scores shall be broken in favour of the boat with the lower score in
the medal race. This changes RRS Appendix A8."

The clause has to come *before* A8 to mean anything, because A8.1 would
otherwise settle most ties first — and it can disagree. Here y1 and b1 both
finish on 7:

  b1   Q1 1, Q2 1, F1 1, M1 2 x2 = 4     -> 7, scores sorted 1 1 1 4

A8.1 compares those lists best to worst: level on the first, and b1's
second-best 1 beats y1's 2 — so rule A8 alone ranks **b1** ahead. NoR 15.3
looks at the medal race instead, where y1 scored 2 against b1's 4, and ranks
**y1** ahead. This fixture asserts the notice of race, not the rulebook.

What A8 keeps is everything the clause does not speak to: it addresses only
boats "with different Medal Race point scores", so two boats level there
fall through to A8 as written. That fall-through is unit-tested in
`tests/split-fleets.test.ts` rather than here, since it needs the same event
scored twice.

y2 and b2 never reach the medal fleet and have no score for the medal race.

No discards (threshold empty) so every cell is visible.
