F1: one qualifying fleet split into Gold and Silver, whose final series races score double and may not be excluded

A sprint event: one fleet sails a Qualifying series of up to 12 races, then
splits by qualifying rank into Gold (the top half, rounded up) and Silver,
and each sails two final series races with its own starts. SI 15.2 excludes
one score from five Qualifying series races and two from ten.

SI 15.3 (v1.0) halves every boat's qualifying net into a carried score and
adds the final series races to it. Scored here as the reading first put to
the organiser, who chose the halved carry instead (fixture 30): the final
series races score double and may not be excluded,
which ranks every boat exactly as the exact halving does, at twice the
points (m1: 10 / 2 + 3 + 2 = 10, here 20; m3: 19 / 2 + 1 + 1 = 11.5, here
23). Gold ranks above Silver. Each final series race carries the scorer's
race scoring options: ×2 and must count.

The Qualifying series is cut short at 8 races (SI 15.2: "may be cut short to
ensure there is enough time"), so every boat has one discard. Eight
qualifying races and two final races make ten, the count at which SI 15.2(c)
would give a second discard; the must-count final races are not among the
races the ladder counts, so the second never arrives. Were it counted, m1
would lose a further 2.

Five boats split 3 / 2: Gold takes the odd boat. m5 misses Silver's F2 and
is scored DNC on her own fleet's base, 2 + 1 = 3, doubled to 6.
