IRC — tie on corrected time triggers A8.1 averaging

RRS A8.1: when boats tie on corrected time, they share the points for the tied places averaged. A8.2 tie-breaking is for series standings, not individual race scores.

Scoring system: IRC
Start 14:00:00 (= 50400 s since midnight)

Boat 1 (TCC 1.0): finish 15:00:00  ET = 3600 s   CT = 3600 × 1.0 = 3600.0 s  → tied 2nd
Boat 2 (TCC 0.9): finish 15:06:40  ET = 4000 s   CT = 4000 × 0.9 = 3600.0 s  → tied 2nd
Boat 3 (TCC 1.0): finish 14:58:00  ET = 3480 s   CT = 3480 × 1.0 = 3480.0 s  → 1st

Boats 1 and 2 are tied at CT=3600.0. They occupy 2nd and 3rd place; averaged
points = (2 + 3) / 2 = 2.5 each.
