IRC — penalty base counts rated boats only; unrated boats don't bloat penalties

An unrated boat in a handicap fleet cannot be scored, so it is excluded from the standings entirely. It also doesn't enter the penalty base — DNC and DNF use rated fleet size + 1, not total entries + 1.

Scoring system: IRC
5 boats are entered in the fleet but only 3 (Alpha, Charlie, Echo) carry a TCC.
Bravo and Delta are unrated and are dropped before scoring.

Rated fleet size = 3 → entries-based penalty = 4.
A5.2 default (no A5.3 in this fixture), so DNF and DNC both score 4.
