IRC — corrected time rounded to whole seconds; sub-second float jitter must not reverse rank

HalSail and Sailwave round corrected time to whole seconds for both ranking and display. Two boats whose float CTs differ by <1 s but round to the same integer second tie under RRS A7.

Reproduces Volvo DLR 2025 CR2 IRC Race 2:

Start 14:00:00 (= 50400 s since midnight)

Boat 1357 (TCC 0.975): finish 14:44:27 → ET 2667 s → CT 2667 × 0.975 = 2600.325
Boat 7347 (TCC 0.970): finish 14:44:40 → ET 2680 s → CT 2680 × 0.970 = 2599.600

Both round half-up to 2600, so they tie at the line. Without rounding, the
floats differ by ~0.7 s and rank reverses relative to HalSail.

Boat 0001 (TCC 1.000): finish 14:50:00 → ET 3000 s → CT 3000.0 → 3rd, no tie.
