IRC — additive scoring penalty (SCP) applies in a handicap fleet

Additive penalties (ZFP/SCP/DPI under RRS 44.3(c)) apply to finishers in handicap fleets exactly as in scratch fleets: the penalty is the stated % of the DNF score, rounded to the nearest tenth of a point (0.05 up), added to the corrected-time finishing-place score, and capped at the DNF score. This mirrors the scratch fixture codes/05-scp-penalty so the two paths are demonstrably consistent. All five boats carry TCC 1.000, so corrected-time order equals finishing order. Five competitors, N=5, DNF score = 6. Alice 1st + SCP (default 20%) -> 1 + 0.20 x 6 = 1 + 1.2 = 2.2 Bob 2nd + SCP (override 30%) -> 2 + 0.30 x 6 = 2 + 1.8 = 3.8 Carol 3rd -> 3 Dave 4th -> 4 Eve 5th -> 5
