IRC — boats inside the same second are ranked when the race was timed to the millisecond, and tied when it was timed to the second
RRS A7: boats that tie in a race are scored the average of the places they would have taken. Whether two boats tie is a question about the timing, not about the rule — the rule applies to whatever the race committee recorded.
