Fixed TCF — a club handicap held for the whole series

A club handicap the race committee assigns before the series and does not adjust. It is already a TCF, so it is applied exactly as a TCC is: CT = ET × TCF, ranked by lowest corrected time. Howth calls its number HPH, which is what the rating column is headed here. The point of the system is what does *not* happen: Kestrel wins race 1 by three minutes on corrected time and starts race 2 on the same 0.865. Under a progressive handicap (NHC, ECHO) that win would have cost it rating.

Start 11:25:00 (= 41100 s since midnight) in both races. Corrected times are
rounded half-up to whole seconds before ranking.

Race 1
  Kestrel  HPH 0.865  finish 13:05:00  ET 6000 s  CT = 6000 × 0.865 = 5190.0 → 5190  → 1st
  Marlin   HPH 0.910  finish 13:00:40  ET 5740 s  CT = 5740 × 0.910 = 5223.4 → 5223  → 2nd
  Osprey   HPH 1.020  finish 12:52:30  ET 5250 s  CT = 5250 × 1.020 = 5355.0 → 5355  → 3rd

Osprey is first over the line and last on handicap.

Race 2 — same three numbers, unchanged by race 1:
  Kestrel  HPH 0.865  finish 13:10:00  ET 6300 s  CT = 6300 × 0.865 = 5449.5 → 5450  → 3rd
  Marlin   HPH 0.910  finish 13:03:20  ET 5900 s  CT = 5900 × 0.910 = 5369.0 → 5369  → 2nd
  Osprey   HPH 1.020  finish 12:52:00  ET 5220 s  CT = 5220 × 1.020 = 5324.4 → 5324  → 1st

Series: all three tie on 4 points, so RRS A8 decides.
  A8.1 — most firsts: Kestrel and Osprey have one each, Marlin none, so
         Marlin is 3rd and the other two are still tied (equal 1sts, equal
         2nds, equal 3rds).
  A8.2 — the last race: Osprey was 1st there, Kestrel 3rd. Osprey wins.
