Fixed TCF — a boat re-rated mid-series, earlier races left as sailed

A fixed club handicap is fixed, not frozen: a handicapper who has a boat badly wrong re-rates it, and the races already sailed keep the number they were sailed under. The boat carries its *current* HPH; each earlier race is pinned to the old value with a per-race rating override on the fixedTcf field — the same mechanism a new IRC certificate uses. Kestrel is re-rated from 0.865 to 0.885 after race 1. It won race 1 on 0.865 and that result stands; races 2 and 3 are scored on 0.885, and Marlin takes both.

Scoring system: Fixed HPH
Start 11:25:00 in all three races.

Race 1 — Kestrel on its old 0.865 (per-race override):
  Kestrel  ET 6000 s  CT = 6000 × 0.865 = 5190.0 → 5190  → 1st
  Marlin   ET 5740 s  CT = 5740 × 0.910 = 5223.4 → 5223  → 2nd
Scored on the new 0.885 instead, race 1 would have gone the other way
(6000 × 0.885 = 5310 > 5223) — the override is what preserves it.

Races 2 and 3 — Kestrel on its current 0.885, no override:
  Kestrel  ET 6000 s  CT = 6000 × 0.885 = 5310.0 → 5310  → 2nd
  Marlin   ET 5740 s  CT = 5740 × 0.910 = 5223.4 → 5223  → 1st

Series: Marlin 2+1+1 = 4 wins; Kestrel 1+2+2 = 5.
