Per-race scoring options

How much a particular race counts, as a NoR or SI may specify it: a race marked "must count" is never discarded, a race marked "discard first" is taken before any other when discards are selected, and a weighting makes a race count for more or less than one (×2 for a trophy race, ×0.5 for a lesser one). Weighting a race up does not protect it from discard — an SI that wants both says both — and the weighted score is the one discard selection and the RRS A8.1 tie-break compare.
