TCC handicap scoring (IRC / PY)

Time-on-time corrected scoring using a Time Correction Factor (TCF). IRC boats use TCC directly; PY boats derive TCF = 1000 ÷ PY number. Boats rank by lowest corrected time (CT = ET × TCF); penalty codes are unchanged.
